• List of participants other than the author
• Documents
• Budget

The title is mandatory, the other fields can be disabled one by one.

If an evaluator is not in the list of evaluators you can select for your campaign, it is probably because the "Institution" field is not filled in on their user profile page.

Can an evaluator in one campaign apply to another campaign without creating a new account?

Yes, for this, you need to go to the evaluator's profile page, click on the "Change role permissions" tab, and then check "YES."
